Massachusetts law requires that any public projects costing more than $1.5 million must hire an Owner's Project Manager. OPMs are essentially hands-on consultants for clients who often have little or no construction experience. OPMs manage the entire project from start to finish, and responsibilities may include hiring architects, getting proposals, and implementing stakeholder input, along with the traditional project management functions.
